JIMMY ROCK

is a partner at Edelson PC where his work focuses on consumer protection and environmental cases. He also leads the firm’s Public Client Practice Group and is managing partner of the Washington, D.C. office. Prior to coming to Edelson PC, Jimmy spent twelve years with the Office of the Attorney General for the District of Columbia where he helped start OAG’s Office of Consumer Protection and transformed it into one of the preeminent State AG consumer practices. He also served for five years as an Assistant Deputy Attorney General managing OAG’s Public Advocacy Division, a 40+ lawyer group that enforces the District’s consumer protection, environmental, civil rights, antitrust, workers’ rights, housing, and nonprofit laws.

Jimmy has extensive experience helping public clients navigate complex cases that involve litigating against common defendants alongside both other public enforcers and private plaintiffs. Jimmy has been involved in litigating on behalf of state Attorneys General in almost every major multistate consumer protection enforcement matter in the last 15 years. This has ranged from the mortgage crisis cases to opioids through Juul and now the social media teen addiction cases, where he currently represents seven different Attorneys General offices in pending cases against major social media platforms.

  • Social Media Teen Addiction cases: represents a number of state Attorney General offices in pending state court cases against TikTok Inc. and Meta Platforms, Inc.
  • PFAS AFFF litigation: represents two Attorneys General offices and a number of city and tribal clients in connection with contamination claims linked to the manufacture and sale of PFAS.
  • JUUL and Google Geolocation litigation (D.C. Superior Court): represented the District of Columbia in consumer protection cases arising from multistate investigations against JUUL and Google that resulted in that office obtaining the largest settlements per capita of any litigating state in these matters.
  • Chicago v. Hyundai/Kia (MDL): consumer protection and public nuisance case against car manufacturers alleging a failure to institute proper car theft technology.
  • District of Columbia v. Expedia (D.C. Superior Court and D.C. Court of Appeals): led trial team against the largest online travel companies for failing to pay District sales taxes on service fees charged for selling hotel rooms. Recovered more than $90 million in unpaid taxes and fees and this remains the largest litigated affirmative judgment obtained by the D.C. Attorney General Office.
  • District of Columbia v. Marriott International (D.C. Superior Court): lead attorney on consumer protection enforcement case stemming from multistate investigation into Marriott’s deceptive advertising of prices for hotel rooms with mandatory resort fees included in the nightly room rate.
  • Attorney General’s Distinguished Service Award for Trial of Affirmative Litigation 2015.
  • Adjunct Professor at Georgetown University Law Center teaching year-long course on Civil Litigation Practice and Procedure (2014-2018)
