CAITLIN VAUGHN is a Partner at Edelson PC, where she investigates and develops civil cases protecting consumers, workers, government interests, and vulnerable communities as part of the firm’s Investigations team.

Before joining Edelson PC, Caitlin served as Director of Public Client Case Development at a prominent plaintiffs firm, where she identified, managed, and investigated cases on behalf of public entities.

Caitlin brings extensive state government experience from her decade-long tenure with the New York State Senate. She served as Counsel to the Chairs of the Senate Aging, Codes, and Health Committees, and as Director of the bipartisan Joint Legislative Commission on Rural Resources. In these roles, she managed legislative and policy agendas that resulted in the passage of significant statewide laws addressing concussion management in schools, telehealth parity, Lyme disease prevention, and elder abuse protection.

Beyond her legal practice, Caitlin holds a Ph.D. from Georgetown University, where her dissertation examined political bias in state retirement system investment strategies. While pursuing her Ph.D., she worked as a Duke University Health Policy Fellow at the WHO in Geneva, focusing on tobacco control policy research and advocacy.

  • Before joining Edelson PC, Caitlin investigated and developed cases against leading meal delivery companies for widespread consumer protection violations during the COVID-19 pandemic. This resulted in public complaints filed by the City of Chicago against Grubhub and DoorDash, and a $10 million settlement between the City and Uber Eats and Postmates.
  • At a previous firm, Caitlin investigated and developed cases against financial technology providers for consumer protection and privacy violations on their platforms. This resulted in a public complaint filed by the State of Hawaii against Venmo and PayPal in December 2022.
