SHANTEL CHAPPLE KNOWLTON is Senior Litigation Counsel at Edelson PC where her work focuses on environmental mass tort and consumer protection litigation. Prior to joining Edelson, Shantel served for six years as a Deputy Attorney General at the Office of the Idaho Attorney General in both the Natural Resources and Consumer Protection Divisions. In the Natural Resources Division, Shantel represented the State of Idaho in water-rights adjudications, primarily litigating federal-reserved and Indian water rights. In that role, Shantel gained extensive experience in complex environmental litigation and in brokering settlement agreements with both public and private stakeholders. In the Consumer Protection Division, Shantel represented the State of Idaho in several multistate consumer protection actions. Most notably, Shantel pursued investigations and litigation against a variety of companies to hold them accountable for their contribution to the opioid crisis. 

Prior to serving at the Idaho Attorney General’s Office, Shantel clerked for the Honorable Justice Jim Jones at the Idaho Supreme Court. While at Lewis & Clark Law School, Shantel externed for the Honorable B. Lynn Winmill at the U.S. District Court for the District of Idaho and served as a Law Clerk at the Oregon Department of Justice in the Special Litigation Unit. Shantel was also a member of the Lewis & Clark Law Review and a founding member of the Lewis & Clark chapter of Law Students for Reproductive Justice (If/When/How). 

  • State of Idaho v. Endo Health Solutions, Inc. et al., MDL No. 2804 (N.D. Ohio); State of Idaho v. Purdue Pharma L.P. et al. (4th Judicial Dist. of Idaho, Ada County); State v. Idaho v. Janssen Pharmaceuticals, Inc. et al. (4th Judicial Dist. of Idaho, Ada County): Aided in investigation and litigation against several opioid manufacturers, distributors, and others for violations of Idaho consumer protection and public nuisance laws. Led in the implementation of the settlement agreements with opioid manufacturer Janssen and three major opioid Distributors, including negotiating Idaho’s consent judgments and Idaho’s Intrastate Allocation Agreement. 

  • Sturgeon v. Frost139 S.Ct. 1066 (2019): Drafted amici brief filed on behalf of nine State Attorneys General, including Idaho, addressing complex environmental and state-sovereignty issues.

  • In re CSRBA Case No. 49576, Subcase Nos. 91-7931 et al. (5th Judicial Dist. of Idaho, Twin Falls County): Represented the State of Idaho in multi-year litigation of federally-reserved water right claims filed by the United States Forest Service. Successfully brokered settlement between the State of Idaho, the United States Forest Service, and dozens of other public and private stakeholders.

  • In re CSRBA Case No. 49576, Consolidated Subcase No. 91-7755 (5th Judicial Dist. of Idaho, Twin Falls County): Represented the State of Idaho in on-going litigation and settlement negotiations of water right claims filed by the Coeur.
